Cultural Competence Training:
The challenge of setting standards for content and format.
This roundtable discussion will feature a group of leading cultural
competence trainers and purchasers who will discuss with each other and
audience participants the key elements of cultural competence training
and the promise and dangers of setting national standards.
Deborah Danoff, MD, Assistant Vice President
in the Division of Medical Education, Association of American Medical
Colleges, has been directing a project on teaching and evaluation of cultural
competence for three years. This project encompasses assessing activities
for both undergraduate and graduate medical education. Prior to her appointment
at the AAMC, Dr. Danoff was Associate Dean for Undergraduate Medical Education
and Student Affairs at McGill University.

Sara Axtell, PhD, co-chairs the Cultural Competence
Committee at the University of Minnesota Medical School, and co-directs
the first year medical school course "Cultural Dynamics in Health Care.”
She recently led a community-based curriculum deliberation initiative,
in which students, faculty, and community members collaborated to develop
guiding principles for teaching cultural competence. Her background is
in educational psychology and social justice education.

Sunita Mutha, MD is Director of The Network and
Assistant Professor in the Division of General Internal Medicine at the
University of California San Francisco. Her co-editors for Culture
and Communication in Health Care includes Dr. Melissa Welch, author
of the training guide, "Enhancing Awareness and Improving Cultural
Competence in Health Care: A Partnership Guide for Teaching Diversity
and Cross-cultural Competence in Health Professional Training". Her
prior work has included many aspects of medical education, curriculum
design and program evaluation. She has conducted workshops for training
programs and faculty on team building, conflict negotiation, leadership
and professional development, and diversity. In addition to her role with
the Network, she is a practicing clinician and is involved in educational
activities for undergraduate and postgraduate medical training at UCSF.

Elena Rios, MD, MSPH attained her MD degree from
UCLA School of Medicine in 1987 followed by her residency training in
Internal Medicine at Santa Clara Valley Medical Center in San Jose, California
and White Memorial Medical Center in East Los Angeles from 1987-1990.
Currently, Dr. Rios serves as President of the National Hispanic Medical
Association, representing Hispanic physicians in the United States and
Director of the Hispanic-Serving Health Professions Schools, Inc., representing
21 medical schools with 9% Hispanic student enrollment. The mission of
both organizations is to improve the health care of Hispanics across the
nation. Dr. Rios also serves on the AMA's Minority Affairs Consortium
Steering Committee, the National Hispanic Leadership Agenda Board of Directors,
is Co-Chair for the Hispanic Health Coalition, and was recently appointed
by Secretary Shalala to the Advisory Panel for Medicare Education. In
1993, Dr. Rios was appointed to the National Health Care Reform Task Force
and served as the Coordinator of Outreach Groups for the White House.
Dr. Rios served as the Advisor for Regional and Minority Women's Health
for the U.S. Department of Health and Human Services Office on Women's
Health from November 1994 to October 1998.

Ira SenGupta, MA has developed and conducted
over 300 hours of training's in cross cultural issues for health care
providers in the past year alone, and has trained Bridging the Gap,
40-hour training for medical interpreters, in a variety of settings,
locally and nationally. A natural leader who began interpreting due to
a need in the community, Ira became a professional interpreter and later
went on to become co-founder of The Society of Medical Interpreters. She
has also conducted two large scale needs assessments in the Seattle area:
A Survey of Health Care Experiences of 22 Medically Underserved
Communities in the Seattle Area, and A Survey of Interpreter
Services Utilization in Eight Major Health Care Institutions in
Seattle. Ira holds a BA and MA in English Literature and has trained
as a cultural competency trainer under Terry Cross of the Northwest Indian
Child Welfare Association.
Ira's research experience in cross-cultural issues and cultural competency
in healthcare, and dynamic training and facilitation abilities have made
her a key resource for cultural competency training and assessment in
numerous healthcare settings. Ira brings to her workshops a genuine enthusiasm
for the subject, a wealth of stories and information, and an energetic
style.

Dr. Tervalon, MD, MPH is a pediatrician, health care consultant,
and 30 year resident of Oakland, California. In January 2000, Dr. Tervalon
began participation in the UCSF School of Medicine curriculum redesign
as the lead faculty member focused on the integration of culture, community
and behavior in medical students' four year course of study. She also
co-teaches a seminar in the medical school entitled: Introduction to Culture
in Health Care. Dr. Tervalon's work on inclusion and social justice in
health care is focused on the development and implementation of cross-cultural
curricula for use in physician education; the psychological, social, and
cultural barriers affecting health care access and utilization; and strategies
for institutionalizing inclusive approaches in health care delivery.

Julia Puebla Fortier has more than 10 years experience
working in and writing about the health sector, and specializes in linguistic
and cultural competence in health care and Federal health policy analysis.
As founder and director of Resources for Cross Cultural Health Care,
she manages a national alliance individuals and organizations in ethnic
communities and health care organized to offer information and technical
assistance on linguistic and cultural competence in health care. Activities
include program design, policy development and analysis, research, and
community advocacy. RCCHC is a co-producer of the second national conference,
"Quality Health Care for Culturally Diverse Populations, to be held in
October 2000. With the National Conference of State Legislatures, Ms.
Fortier has developed and manages the DiversityRx website-a comprehensive
clearinghouse of information on model programs, policies and legal issues
related to cross cultural health-and its listserv of over 400 participants.
She is currently principal investigator for an HHS Office of Minority
Health-sponsored project to develop national model standards of cultural
and linguistic competence and an accompanying research agenda.
