Research
Developing National Standards for Culturally
and Linguistically Appropriate Services:
Analysis, Consensus, and Research
Issues
A Report and Focus Group Discussion
Up to this point, no comprehensive measures of linguistic or cultural
competency in health care service delivery have been developed by any
national organization. While some states and private sector organizations
have attempted to set some guidelines, no national overview of these efforts
exists, and information on the relationship between services that enhance
linguistic and cultural competency and the impact on health care outcomes
or systems/delivery efficiencies is still lacking. The Linguistic and
Cultural Competence Standards Project, supported by a grant from the HHS
Office of Minority Health, has reviewed existing linguistic and cultural
competence standards or measures in a national context, assess the information
or research needed to relate these guidelines to outcomes or performance
measures, and is developing a draft national standard and an agenda for
future work in this area. This presentation will report on and engage
participants in a discussion about the draft standards language and the
development of a research agenda that will support the value of culturally
and linguistically appropriate services.

Julia Puebla Fortier has more than 10 years experience
working in and writing about the health sector, and currently specializes
in linguistic and cultural competence in health care and Federal health
policy analysis. She is Director of Resources for Cross Cultural Health
Care, which offers information and technical assistance on linguistic
and cultural competence in health care, including program design, research,
policy development and analysis, and community advocacy. Ms. Fortier previously
worked for 7 years on the U.S. House of Representatives Subcommittee on
Health and the Environment, drafting legislation on Federal programs related
to Medicaid, primary health care, health professions training, developmental
disabilities, and minority health. She brings a strong professional commitment
to integrating the health needs and concerns of traditionally underserved
populations into health policy discourse and practice, and has extensive
experience working with Latino and other ethnically diverse or disadvantaged
communities. Her background is Mexican American and American Indian, and
she is a native Spanish speaker.

Guadalupe Pacheco serves as a Public Health Advisor
and Special Assistant to the Director, Office of Minority Health (OMH).
In his capacity as Special Assistant to the Deputy Assistant Secretary
for Minority Health, Mr. Pacheco is responsible for activities focusing
on bilingual/bicultural health issues affecting racial and ethnic minority
communities. His duties include carrying out the requirements of the Departments
Hispanic Agenda for Action Initiative, which encompasses Executive Order
12900, Educational Excellence for Hispanic Americans. Additionally, he
is involved in establishing the "Center for Cultural Competence in
Health Care" to coordinate cultural competency activities within
