Overview:
Harvard Pilgrim Health Care is a non-profit health maintenance organization formed in January of 1995 by the merger of Harvard Community Health Plan and Pilgrim Health Care, and comprises a network of more than 100 health care locations, including multi-specialty health centers and affiliated group practices throughout Massachusetts, Rhode Island, and portions of New Hampshire and Maine. In 1995, the Office of Diversity began a program to address the needs of limited-English speaking members as the result of a needs assessment in which staff identified the provision of interpreters as the one thing that would have the greatest impact on its diverse membership.

Description of Program:
A combined force of bilingual employees, full-time staff interpreters, and contract interpreters provide approximately 5,500 interpreted encounters per year at ten health centers. A 50 hour-training course is required of all interpreters who must pass an initial assessment to enroll in the course. Following training, they must pass a final assessment in order to be certified by Harvard Pilgrim as a Medical Interpreter.

A 1-2 hour course in how to work with interpreters is offered to providers, and a three-day cultural competency training for physicians will be piloted in 1998. Harvard Pilgrim is continually working on organizational cultural competence and is developing a model for cultural competence in health care using a systems approach.

Intended audience/client base:
Limited English speaking clients/members; top language groups are Spanish, Portuguese, and Chinese. With its systems approach, the program also targets providers and staff in departments throughout the organization for training in cultural competency. Cost of Service: Programs and services are centrally funded by the HMO.
